As many of you already know, the Highlands Neighborhood Association is a volunteer organization with NO legal rule-making or enforcement power. For the City of Kirkland, we hold an advisory position for zoning and other issues, which sometimes allows us to influence City policies and the use of resources. Our primary mission is to help preserve and improve the quality of life for neighborhood residents.
